Some Apple IDs not Working Due to 'FATAL' Error

Many iTunes and App Store users are getting a message when buying a new item. It happens when they log in with an Apple ID. The message says:

FATAL::Unable to process your request. Please try again.

According to other reports, people are getting this on both iOS devices and Macs. Users also say this message comes up in the iTunes Store, App Store, Mac App Store, and iBookstore. 

There is currently no fix for this. Apple has not acknowledge this issue on their System Status page. According to a person who has contacted AppleCare, Apple is aware of this problems and it has been persisting since last night.
