iPad Mini with Retina Display to Launch on November 21?

A listing of the iPad mini with Retina display has appeared on Target.com. It has a release date of November 21st. Could this be the launch date of the new iPad mini? This could just be a guess by Target. It's before Thanksgiving and Black Friday, so this is probably pretty close to the actual launch date, if not right on.
